David Klinges

David Klinges joined Piper Sandler in 2009, following a 25-year career at Lehman Brothers Holdings Inc. and Bear Stearns Companies Inc.

While at Bear Stearns, Klinges led the firm’s public private ventures group, which focused on the private delivery of public infrastructure projects. In this capacity, he led the advisory and banking effort that resulted in successful initial capital markets financing of numerous transportation projects, including the E-470 toll road, the Northwest Parkway toll road and the Southern Connector toll road. He served as lead financial advisor to Dulles Transit Partners LLC and developed the finance plan that was implemented by the Metropolitan Washington Airports Authority for the Silver Line Project. He also participated in the development of Virginia's Public-Private Transportation Act, leading to the development of the Chesapeake Expressway and the Capital Beltway Express Lanes. He currently leads the surface transportation effort within Piper Sandler, working with clients that include the Pennsylvania Turnpike, the Metropolitan Transportation Authority and the Illinois State Toll Highway Authority.

While at Piper Sandler, Klinges is a member of the transportation finance group, as well as leading our activities in the public private partnership field. He is currently lead advisor to MassDOT on the state's first proposed express toll lane project, and served as lead advisor to LaPorte County and Lake County, Indiana on their effort to acquire the Indiana Toll Rod. He serves as a strategic advisor to the E-470 Public Highway Authority, is a member of our team advising the New York MTA and has worked with Fortress Investment Group on the All Aboard Florida Project.

Klinges has a bachelor’s degree in government from Dartmouth College and a Master of Business Administration degree in finance from the Tuck School of Business Administration.
