Mark Holmstedt started his career in public finance in 1979 at Blyth Eastman Dillon covering a variety of specialty areas. In 1984, Holmstedt left PaineWebber to establish a California public finance department for Bear Stearns. In 1991, Holmstedt then became an owner of Westhoff, Cone & Holmstedt. After 30 years of owning and managing his own public finance broker-dealer, Holmstedt became a managing director at Piper Sandler.
Holmstedt’s environmental and solid waste financing experience began with his involvement with the California Pollution Control Financing Authority’s (“CPCFA”) Small Business Administration Guarantee Program in 1979. Since 1979, Holmstedt has participated in approximately 75% of the solid waste and environmental financings completed through the CPCFA.
Holmstedt has completed numerous project finance transactions for solid waste and environmental projects. Included in his experience is the funding of the RNG landfill project on the Dallas McCommas Bluff landfill that provided RNG to the Sacramento Municipal Utility District. This financing achieved an investment grade rating, one of the few non-recourse project financings to be rated. He also completed a RNG landfill gas project in Canton, Michigan, that provided RNG to the City of Vernon's electric utility. During the City of Detroit's bankruptcy, Holmstedt structured and financed the renovation of a waste-to-energy project and steam loop that served the City. Over the past five years, Holmstedt has provided financing assistance to Phoenix Energy in the development of its biomass gasification units in Madera, Oakdale and North Fork. Most recently, Holmstedt structured $117.2 in bonds for Rialto Bioenergy Facility, a subsidiary of Anaergia Services, to finance the construction of a 700-ton per day food waste anaerobic digester. He completed $40.6 million of financing in two series for the state of California’s first medical waste disposal facility for incinerables, utilizing high-heat thermal destruction. He has also completed a $50 million financing for Aries Clean Energy that funded a biosolids gasification project in New Jersey and $16.265 million in bonds for Promontory Point Landfill, the largest Class I landfill in Utah.
Holmstedt graduated with honors in business management and finance from the University of California, Davis. He holds the following FINRA licenses: Registered Broker-Dealer Agent (AG); Series 7 General Securities Representative (GS); and Series 53 Municipal Securities Principal (MP) and Series 50 Municipal Advisor Representative License and Series 54 Municipal Advisor Principal.
