Ralph Holmes
Community Facilities Districts
Ralph Holmes is a managing director in the public finance department at Piper Sandler, based out of Walnut Creek. He initially joined the firm in 1998, left in 2006 and returned in 2017. Holmes works as part of the California public finance team, focusing on city, county, school and special district financings.
Holmes has broad experience in public finance, including structuring general obligation bonds, certificates of participation, successor agency refunding, community facilities district, special district financings and utility financings. Recently, he has helped lead the California Municipal Financing Authority BOLD Program, which forms community facilities districts to finance infrastructure for new developments.
Holmes received his bachelor’s degree from UCLA in Latin American studies and a Master of Business Administration degree from the American Graduate School of Management (Thunderbird). He has served on several nonprofit boards, most recently on both The Spanish Speaking Unity Counsel in Oakland and Pivot Charter School.
