Tim Oswald is a managing director in the public finance department at Piper Sandler. He joined the department in 1989 and has been a managing director and principal in charge of the Des Moines office since 1999. Oswald regularly serves as advisor or underwriter on general obligation, sales tax revenue and essential utility revenue bonds. He also assists with various financings, ranging from simple GO bonds to, for example, the complicated construction financing and acquisition financing for the Des Moines Hilton convention center hotel at the Iowa Events Center, which was financed pursuant to a turn-key lease purchase agreement. Oswald has experience with unique structured bonds, such as tax credit bonds, including the issuance of qualified school construction and qualified zone academy bonds, urban renewal tax increment revenue bonds, annual appropriation general obligation and tax increment revenue bonds, lease or turn-key lease facilities, as well as one new market tax credit transaction.
Oswald regularly assists Iowa public schools in Cedar Rapids, Dubuque, Sioux City, Waterloo, Council Bluffs, Clear Creek Amana, College Community and Ames; Iowa cities, including Arnolds Park, Coralville, Keokuk, DeWitt, Mt. Pleasant, Okoboji, Spirit Lake, Sioux City, Storm Lake and Ottumwa; and Iowa counties, including Polk, Dallas, Boone, Dickinson, Hardin, O’Brien and Wapello. He has also partnered with Kirkwood Community College, Iowa Western Community College, North Iowa Area Community College, Northeast Iowa Community College and the Iowa Great Lakes Sanitary District.
Oswald has guest lectured at the Pappajohn School of Business at the University of Iowa, and he teaches a class annually on debt management and debt policies at Iowa State University, as part of the School Business Managers Academy. Oswald holds a bachelor’s degree in economics from the University of St. Thomas in St. Paul, Minnesota and the FINRA Series 7, SIE, 50, 53, 54 and 63 securities licenses.
