W. Randall Frederick

W. Randall Frederick, senior vice president, has specialized in all areas of public finance and has completed in excess of $4 billion of financings for school districts and municipal entities within Western Pennsylvania. Frederick was a founding partner of Shelby, Kern, Frederick & Shelby and joined Piper Sandler in February of 2011. Frederick has cultivated extensive relationships with all governmental agencies pertaining to municipal underwritings. In addition to underwriting municipal bond issues, his duties include constant monitoring, updating and implementation of all federal and Pennsylvania statutes and regulations, with specific attention to, and knowledge of, the Department of Education’s Regulations and Planning and Construction (PLANCON) procedures.

Frederick is a graduate of Allegheny College in Meadville, Pennsylvania, where he obtained a bachelor’s degree in economics. While pursuing his master’s degree at the University of Pittsburgh, Frederick began his banking career in 1981 with a well-established regional investment banking firm.
